Chapter 20-Communicable Diseases

ORDER OF RULEMAKING

By the authority vested in the Missouri Department of Health and Senior Services under sections 192.006 and 192.020, RSMo 2016, the department amends a rule as follows:

19 CSR 20-20.020 is amended.

A notice of proposed rulemaking containing the text of the proposed amendment was published in the Missouri Register on March 2, 2020 (45 MoReg 374). The section with changes is reprinted here. This proposed amendment becomes effective thirty (30) days after publication in the Code of State Regulations.

SUMMARY OF COMMENTS: The Department of Health and Senior Services received one (1) staff comment.

COMMENT #1: On February 11, 2020, department staff reported that the World Health Organization stopped using the "2019 Novel Coronavirus (2019-nCoV)" name and began calling it "Coronavirus Disease 2019 (COVID-19)."

RESPONSE: The department agrees with the staff comment. As a result, the text "2019 Novel Coronavirus (2019-nCoV)" will be changed to "Coronavirus Disease 2019 (COVID-19)" in order to align with the medical and scientific communities.

19 CSR 20-20.020 Reporting Infectious, Contagious, Communicable, or Dangerous Diseases

(1) The diseases within the immediately reportable disease category pose a risk to national security because they: can be easily dissemi-nated or transmitted from person to person; result in high mortality rates and have the potential for major public health impact; might cause public panic and social disruption; and require special action for public health preparedness. Immediately reportable diseases or findings shall be reported to the local health authority or to the Department of Health and Senior Services immediately upon knowledge or suspicion by telephone (1 (800) 392-0272), facsimile, or other rapid communication. Immediately reportable diseases or find-ings are

(A) Selected high priority diseases, findings or agents that occur naturally, from accidental exposure, or as the result of a bioterrorism event:

Anthrax

Botulism

Coronavirus Disease 2019 (COVID-19)

Paralytic poliomyelitis

Plague

Rabies (Human)

Ricin toxin

Severe Acute Respiratory syndromeassociated Coronavirus (SARS-CoV) Disease
